If someone tells or hints to the Target that they are being stalked, they will be asked to do some form of theatre in front of the Target at a later date. I suspect that if they do not want to do theatre or stalk, they are threatened with some form of bad luck.
The Specterati are everywhere, from government positions to homeless people. So the form of bad luck can range from having your lunch stolen to being harassed by your boss at work. It depends on what you have that you can be inconvenienced by. Similar to what they do to Targets.
I had a work colleague who had their lunch stolen, another one had their wife harassed in some “random” event, another coworker, their boss start annoying them, another co-worker had their tires slashed, but they made sure to slash everyone’s tires in the apartment complex to make it look random. In all the colleague scenarios, everyone already knew about the Specterati, and so some, after their bad luck, did not join in stalking me; others did. It depends on how much character someone has.
The above aside, I also agree with this post; they all want you to know. The entire point is you and they know. And many random bystanders do not know, which makes you look crazy for their slander campaign. And these sadists are easy to spot as they will show their “c” face in broad daylight, as what a bystander would think of as a “reality TV type of stunt happening,” they will be the ones smirking and rejoicing:
