It appears not to be relevant. Each person is controlled in some way. For the handlers, it is about finding out how to control you based on psychological research and the past behavior of TIs. Anyone can be added to the list at any time and for any reason. It does not matter what profile you are. They will instead profile you and customize the torture program to the target specifically.
