Are people who harass and gang stalk others mentally ill?

Yes, some are. Earlier this year, there were about ~100 mentally ill/homeless/drug addicts, including their children, stalking me and provoking me in public for their slander campaign while I was in Nebraska, traveling for work.

Generally speaking, I believe most gang stalkers are cowards or sadists. Apparently, neither is outright considered a mental illness.
